PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD
ON TUESDAY 15TH JULY 2008 AT IGHTHAM VILLAGE HALL AT 7.45PM

APOLOGIES: were received from Cllr D Hall, and Cllr Willingham.
3.
DECLARATION OF INTERESTS. As the named applicant Cllr Banbury
declared an interest in respect of the St Peter's Church Room
application. The Chairman also said that if substantive discussion
were to take place on the Mote Farm application, then he, Cllr
Gillow and Cllr Chartres would declare an interest.

PLANNING APPLICATIONS

Styants Oast House, Styants Bottom Road, Seal Chart - single storey
side and rear extensions - no objection
TM/07/04461/FL
South View, Fen Pond Road, Ightham - two storey rear extension
and alterations to existing dwelling being a revision of planning
perrmssion ref TM/07/01769/FL (revised internal layouts, revised
position for vehicle access, revised position for conservatory,
basement. Dimensioned plans received (NB existing floor plans
omit conservatory) - our views remain that the applicant should
be required to revert to the plans originally approved in June
2007. We object on the grounds of bulk in the AONB and MBG and
inappropriate external finish (walls being rendered) in a road
characterized by the use of traditional Kentish building materials.
Cllr Chartres said that the plans have now been re-submitted in
a form which it acceptable.

On
Planning matters, Cllr Chartres reported that he and the Chairman
had attended a meeting at Tonbridge & Malling offices regarding
the Isles Quarry West development. He said there is to be a public
exhibition in Borough Green on 19th July. The housing will only
be on the lower part of the site and the remainder will be used
for services and leisure. The number of houses has not been decided,
but could be 200, 40% affordable. Haul Road will be adopted with
a footpath along the length of the road. Cllr Chartres said Mill
Lane raises some concerns but will probably need to have restrictions
imposed.

Spindles, Mote Road, Ivy hatch - regarding construction of the
new building which it is alleged is larger than approved by planning

George and Dragon, The Street, Ightham - installation of adverts
including pole muonted sign to car park
Lakeside, Mote Road, Ivy Hatch - installation of pergola and decking
4 Walker Place, Ightham - investigation regarding alleged unauthorized
construction of a decking area - a retrospective planning application
was submitted for the breach and permission granted on 13th June
2008

MINUTES of the meeting held on 17th June 2008 - were agreed and
signed by Cllr Banbury as Chairman of that meeting.
4.
MATTERS ARISING
Kent
Highways - monthly spreadsheet update - The Clerk reported that
Kent Highways have again changed a system which worked extremely
well, ie the monthly spreadsheet, which is only to be used for
new projects in the future. Routine maintenance is to be reported
via the telephone number 08458 247 800. The Clerk said that we
are supposed to be having a visit from our Liaison Office at Kent
Highways and felt that at that time we should register our disappointment.
Items to be reported to Kent Highways:
Sweep of A227 (digging out) from Ismays Road into the centre of
the Village where there is a build up at the roadside.
Repainting of white line road markings in Ivy Hatch opposite the
Plough public house, which need to be repainted for highway safety
(raised by Cllr Hall with the Chairman).
Possibility of mirror to assist exiting Rectory Lane on to Bates
Hill, also exiting Back Lane the hedge needs cutting back.
Access from Village Hall car park to Hortondene and unofficial
pathway from Chequers to recycling point. At a meeting with TMBC
it was proposed that Mrs Allwood should be granted a licence for
access to a garage to be commenced within six months. Full documentation
will be forwarded to the Parish Council for agreement. Mrs Allwood,
her solicitor and TMBC are happy with the proposals.
Cllr Watson asked about the situation with the Chequers right
of way. Cllr Chartres said it is up to them to approach us and
perhaps this should be done when the above is settled.
Celcon Inquiry Cost claim update. The Inspectorate is obliged
to make a decision by the end of this month as to whether costs
should be paid.
Dead tree on allotment land and boundary hedge trimming - this
matter was deferred in the absence of Cllr Willingham.
Proposed new parking area on Recreation Ground - no further developments
Old Lane Planning Appeal Hearing (10th June) - Inspector's decision
is still awaited
Damaged see saw in play area - insurance claim and replacement
- the Clerk reported that SMP had advised that new springs will
be required and resurfacing of the area around them, which has
increased the price above the sum insured. It was agreed that
we should proceed and the Parish Council will pay the difference
in price amounting to £1,173.70 (sum insured £2100).
BT pay phones - further correspondence received from TMBC - it
has been agreed to remove the box from Sevenoaks Road subject
to a pay phone being installed in the village hall. Cllr Chartres
said he would like to record thanks to MP, John Stanley for his
assistance.
Village sign - update from Cllr Mitchem. It was felt that we should
enquire further into signs available and the Clerk was asked to
check brochures etc., to assist Cllr Mitchem Cllr Edwards said
he was more than happy to assist Cllr Mitchem in the selection
process. It was felt that the beacon at Leathercoat Corner should
be removed and a new village sign erected in its place..

CORRESPONDENCE
Kent
Downs AONB Countryside Day - the Chairman and Cllr Gillow will
attend the meeting on 25th July.
TMBC - Leisure & Arts Strategy 2008-2013 - we have no comments
to make.
TMBC - Corporate Performance Plan 2008/9
Kent Fire & Rescue - service Performance Plan 2008/9
Victim Support - donation request - it was agreed that we should
donate £50.00 as in previous years.
Kent Highways - road closure - Common Road and Ismays Road
TMBC - Sports Directory - it was suggested that the Clerk contact
TMBC to see if there are any village organizations already appearing

ANY OTHER BUSINESS
The
Chairman said that he had had a chat with PC Tony Wiles about
various things.
PC Wiles said he does not feel there is a problem with drunks
in Ightham, but he will monitor the situation.
He also reported success in arresting the persons responsible
for stealing sit-on mowers.
In relation to arecent firework incident, raised by Cllr Hall
with the Chairman, PC Wiles said he believes fireworks are permissible
up to 11.30pm and it is the responsibility of TMBC to police.
Cllr
Banbury said that representatives are required to join the committee
for the fete which will be held on 27th June 2009. The next meeting
will be on 18th September at 7.30pm at Ightham Mote. Cllr Brierley
said she was prepared to join the committee.
Cllr
Brierley also mentioned the sign at Little Cobs Day Nursery and
suggested that as they now have other signs, this should be removed.
It was agreed that Cllr Brierley ask them to remove the banner
or enforcement action will be taken.
There
is a dog waste bin missing from the recreation ground - Cllr Chartres
said he will deal with this.
Cllr
Brierley said Mrs Chesson has mentioned that she has been unable
to get the lease for Skips sorted out with the Parish Council.
The Chairman said this was not the case, a draft lease had been
sent to her solicitor by our solicitor asking for her comments
and these are still awaited.
Cllr
Gillow reported that Ightham Mote has received 50,000 visitors
so far and it is only half way through the season.
She
also said that there had been an incident of joy riding in the
car park. No damage had been done apart from skid marks.
Cllr
Chartres said the Government is only making small increases to
local government during the next two years. License fees for property
searches are down by £300,000 and the only thing not capped
are precepts. Therefore it will be necessary for us to increase
this as we will not get anything extra.
Cllr
Mitchem said Cricket has been very successful this year with about
fifty children attending every Saturday. It is free apart from
insurance.
Jubilee
Crescent grass cutting - Cllr Chartres said he has spoken to Kent
Highway Services and TMBC. KCc will only cut verges andthese are
only cut as required. Cllr Chartres said he has written to residents
informing them that they can pay £50 per year to have the
grass cut.

PUBLIC
In
connection with the planning application relating to Mote Farm,
a member of the public from Seal Parish asked if the council were
aware of the objections from the tenant farmer and the Chairman
said we were.
