IGHTHAM PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH
COUNCIL HELD ON TUESDAY 20TH JULY 2010 AT IGHTHAM VILLAGE HALL
Present

and Cllr R Willingham and one member of the public.

APOLOGIES:.were received from Cllr Gillow and Cllr D Hall
The
Chairman opened the meeting by saying that Cllr Tony Watson has
tendered his resignation from the date of this meeting. He thanked
Cllr Watson for all his hard work on behalf of the Parish, with
particular reference to the work undertaken on the Recreation
Ground and play areas. The Clerk was asked to start the procedure
to replace him

4. MINUTES of the meeting held on 15th June 2010 were agreed
and signed by the Chairman as a true record of that meeting.

MATTERS ARISING
The
Chairman read a letter he had received from Mr David Emmett and
his reply to that letter in respect of the state of footpaths
and verges around the Parish.
Kent
Highways
Cllr Chartres reported that the footpath from the Recreation Ground
to Oldbury Lane had been cut to a very satisfactory standard and
he is given to understand that other footpaths will be given a
similar treatment by teams of community workers in the near future.

Highways- matters to be reported
The question of potholes in Coach Road was raised yet again and
the Clerk said that she had attempted to report these as requested
last month, but according to Kent Highways Online Reporting system
this has been 'resolved'. She will report it again, stating that
one pothole is so large a cone has been placed in it.
Missing
Road signs to be reported to TMBC:
A second 'Mill Lane' sign is required on the southside of the
junction with Bates Hill as the one sign cannot be seen by vehicles
traveling south from Ightham Village and this causes dangerous
over-shooting of the entrance into Mill Lane.
In the centre of the village, 'The Square' sign needs replacing
on the existing frame.
Bates Hill junction with Sevenoaks Road the sign should read 'Bates
Hill', but is missing on the existing frame.
Leathercoat
Corner - the high hedge is overhanging the grass area and is obscuring
the village sign. Cllr Willingham will ask Anthony Edwards if
he could cut them back as previous requests to the owners of the
hedge failed to get a result.
Guide
Hut lease: Cllr Chartres has been in discussion with Mrs Chesson
and has compiled a letter to be sent to her. It was suggested
that we forward a copy of the draft letter to our solicitors for
their advice and also ask them by whom the letter should be signed
by them, our Chairman or the Clerk. Cllr Holden said we should
also ask whether or not we can rely on the terms of the lease
despite the fact that Mrs Chesson has not signed it, as she has
been paying the rent and carrying out the terms of the lease as
far as repairs are concerned. The Chairman expressed the Council's
thanks to Cllr Chartres for all his efforts in this matter.
Rolls
of Honour: The Chairman reported that the Board of Trustess of
the Museum of Kent Life met on 8th July and it was agreed that
one of the rolls should be offered to Ightham Mote to install
in the chapel. They also state that they would like Cllr Gillow
to attend for the handing over in her capacity as Property Manager
at Ightham Mote.

box in Sevenoaks Road and installation of pay phone at Village
Hall - no further update
Scout
Hut: an email had been received from Mike McGonigle setting out
the costs to be incurred in respect of architects, surveyors,
planning fees etc. The Clerk raised the question of what we are
able to contribute under the S137 scheme, as there is a limit
to the amount of charitable donations we can make in any one year
and she will look into this. Cllr Willingham also asked who will
own the building as we are relinquishing the pavilion and as it
will be standing on land owned by the Parish Council. It was suggested
that we need to speak to the Scouts and our Solicitors about ownership
etc. Cllr Holden volunteered to take this on board and he will
also investigate registration of the of the Recreation Ground
with Land Registry.

Heritage
sign on the green at Ivy Hatch - repainting - Cllr Watson said
he had inspected the sign but it was not something for him to
undertake. Cllr Mitchem will contact a signwriter as it was felt
this needed specialist attention.
Football
Club - use of locked cupboard at pavilion - Cllr Willingham said
he had checked all keys in his possession but none fitted the
lock. The Clerk said she would check through the keys she holds.
6.CORRESPONDENCE
Shipbourne
Parish Council - Speed Limit Review Area 3 requesting a 30 mph
limit through Shipbourne and a 40 mph limit on the A227 from Tonbridge
to Ightham. It was felt that in view of the work carried out approximately
3 years ago introducing the present limits of 40 mph and 50 mph
this would not be supported by Kent Highways who were in any case
currently reviewing speed limited on all A roads. The Clerk was
asked to write to Shipbourne Parish Council along these lines.

Kent Tree Warden Scheme - subscription request. This is included
in this month's payments.
Tonbridge and Malling Citizens Advice Bureau - donation request.
This was agreed in the sum of £100 as last year

8.
ANY OTHER BUSINESS
Cllr
Gillow asked that in her absence the Council be advised that there
were 1800 visitors to Ightham Mote on the weekend of the Horticultural
Show and 500 at the picnic evening.
Cllr
Mitchem said the Cricket Club had held a fund-raising event which
raised £1300 and was very well supported.
Cllr
Chartres reported that the Yew trees in the churchyard have received
attention and are looking superb.
Cllr
Chartres said the Village Farm shop has come under the watchful
eye of Tonbridge & Malling planners and Business Rate department
and have had their Business rate set at £11,000 partly because
of the car parking area but this has been reduced to £9,000.
Cllr Chartres has suggested that they appeal.
The
